Body burns fat evenly in body, you can not target a particular part to burn fat.

What to eat

Fish is better than chicken. Chicken (with no skin) is better than pork or beef.
Chicken skin is full of fat.
Brown rice raises sugar slower than white rice.
How to cook
No deep fry. Use olive oil.
Steam, boil or shallow fry is fine.
